Taiwan Drone Components vs. China: What the Battery Supply Chain Data Shows
Taiwan has become Ukraine's third-largest drone battery supplier, according to new research from the Research Institute for Democracy, Society and Emerging Technology (DSET) published July 21. The same research makes the harder point: the battery layer that best illustrates Taiwan's "non-red supply chain" progress is also the layer that shows how far the island still has to go.
Two caveats belong at the top. First, DSET's numbers come from Ukrainian customs data and a survey of a specific slice of the industry, 61 drone-related Ukrainian firms, not a full census. Second, "third-largest supplier" is a real achievement but a low bar in absolute terms: Taiwan was Ukraine's 24th-largest battery supplier as recently as 2019. The trajectory is the story, not the ranking.
That trajectory now sits inside a much louder demand signal. NATO just unveiled a $40 billion, five-year counter-drone investment plan. The Pentagon is redesigning its hunter-killer drone program after losing roughly $1 billion in MQ-9 Reapers over Iran. Ukraine is burning through drones and drone components at a wartime tempo that shows no sign of slowing. Every buyer in that picture wants components that do not originate in China, and Taiwan is the supplier most often named as the alternative. The battery data is the clearest test yet of whether that reputation matches the reality of the bill of materials.
The battery numbers, and what they actually show
DSET's July 14 report, "Powering Resistance: Opportunities and Challenges in Localizing Taiwan's Drone Battery Supply Chain," puts a figure on what TaiwanDrones.com readers have seen anecdotally for months. At least one Taiwanese manufacturer is shipping 5 million to 7 million battery cells a month into Ukraine's market, mostly nickel-manganese-cobalt (NMC) lithium-ion cells suited to cold-weather FPV operations. Ukrainian customs data puts Taiwan-origin storage battery imports at $54.6 million in 2025, though that figure spans more than just drone cells.
The reliance number is the one worth sitting with. Taiwan-made drones' use of Chinese battery cells has fallen from roughly 70 percent to 50 percent between 2024 and 2025, real progress by any measure. But the cell itself is not where the dependency actually lives. China still controls an estimated 65 percent of global cathode active material capacity, 95 percent of precursor cathode active material, 97 percent of anode active material production, and 95 percent of battery-grade graphite processing, according to DSET. Those upstream inputs make up roughly 70 percent of a battery's total cost. A Taiwanese cell assembled from Chinese cathode precursor is not a China-free cell in any way that survives a serious audit, even if the finished product carries a Taiwanese brand.
The economics explain why this hasn't already been fixed. Non-Chinese alternatives for these materials cost 40 to 50 percent more than their Chinese equivalents, per DSET, and that premium only closes with sustained, high-volume demand, the kind that persuades a materials producer to build a plant rather than fill a one-off order. A poll of 30 Ukrainian drone manufacturers by the Snake Island Institute and the Ukrainian Council of Defence Industry found that all but one still import at least some Chinese components, but 76.7 percent said they would drop Chinese sourcing entirely if a competitive alternative existed. The demand for an exit is there. The supply of a competitively priced exit is not, yet.
Why the demand signal just got louder
Three stories converged in the same two weeks that make the battery data more than a niche procurement footnote.
NATO put a number on the shift. Secretary-General Mark Rutte announced the alliance's Drone Edge initiative at the Ankara summit, committing allies to more than $40 billion in counter-drone capability over five years, explicitly citing the Russia-Ukraine war as proof that drones have become a decisive factor in modern warfare. That kind of alliance-wide procurement wave pulls the entire non-Chinese component base into scope, batteries included, because counter-drone systems and the drones countering them both run on the same constrained supplier list.
The Pentagon is rethinking the economics of attrition. After Iran shot down nearly 30 MQ-9 Reaper drones worth roughly $1 billion in recent operations, the Defense Innovation Unit opened a call for a cheaper, modular successor under the Massed Modular Aircraft program, built on the premise that mass and expendability now matter more than exquisite, high-cost airframes. A drone fleet designed to be lost in large numbers is a drone fleet that consumes components, batteries prominent among them, at a volume no boutique supply chain can service.
And Ukraine's own campaign is the proof of concept for both. Kyiv's deep-strike drone offensive against Russian refineries and energy infrastructure, including the July strike on the Omsk refinery roughly 2,500 kilometers from Ukrainian territory, has become the reference case every Western military planner now cites. That campaign runs on volume production, and volume production runs on whatever components are actually available at scale, which is precisely the tension the battery data exposes.
The irony sits directly inside the demand surge. Ukraine recently obtained a carve-out to use part of a €5.9 billion EU-backed defense financing tranche to buy certain Chinese drone components, despite EU rules generally requiring purchases from the bloc, Ukraine, or approved partners. The carve-out exists because eligible non-Chinese suppliers, Taiwan included, cannot yet match Chinese products on cost, scale, and delivery time for every category Kyiv needs. The country most motivated to build a China-free supply chain is still buying from China where the alternative doesn't exist at volume.
Where the substitution actually works, and where it doesn't
Batteries are not an isolated case. As we mapped across the full component stack, Taiwan's depth is real but badly uneven. Propulsion, GNSS modules, optics, and structures are genuine strengths, built on decades of precision manufacturing and, in the case of propulsion, on the same rare-earth-magnet dependency that quietly undercuts every "Chinese-free" motor claim. RF datalinks are the starkest gap: a non-Chinese software-defined-radio video transmission chip can cost as much as ten times what DJI offers, the single widest cost gap anywhere in a China-free bill of materials.
Batteries sit in the middle of that spectrum, closer to the gap than the strength. Taiwan can point to a real, branded, exportable finished product, the cell itself. What it cannot yet point to is a materials base independent of China, and that is precisely the layer where DSET, and separately the MOEA's own 2027 non-red supply chain deadline for passive components and rare-earth-dependent inputs, have drawn the harder line. Complete drone modules were supposed to clear a Chinese-component threshold by early 2026; passive components and materials-level inputs get until 2027 because everyone involved understands they are the harder problem.
Taiwan's own answer, and its size
Taipei is not treating this as a private-sector problem to solve alone. The Executive Yuan's Unmanned Vehicle Industry Development Coordination Plan, approved in October 2025, commits NT$44.2 billion (roughly US$1.4 billion) between 2025 and 2030 across four tracks: demand aggregation through public procurement, National Development Fund investment in localized component manufacturing, technology development including a "three chips, two software" program covering flight-control, communications, and satellite-positioning chip modules, and cluster-building through testing sites and R&D centers in Chiayi and Minxiong. The government's own accounting, as of April 2026, counts more than 267 companies in the domestic drone industry, over 20 already inside the US drone supply chain, and memoranda of understanding signed with nine countries across Europe, the US, and Japan. In June 2026 Taiwan also secured AUVSI Green UAS certification authorization, the first jurisdiction outside the US to hold it, a credentialing signal aimed squarely at buyers who need documented compliance, not just a "Made in Taiwan" label.
None of that reaches the materials layer directly. DSET's recommendation, extend the non-red mandate to electrode material manufacturing itself or actively foster domestic cathode and anode production, is a heavier lift than chip subsidies or certification schemes, because it means competing with Chinese materials producers on their own turf rather than assembling around them. A recent piece in The Diplomat makes a related argument from a different angle: Taiwan will struggle to beat China on raw cost in any component category, batteries included, but it can compete on trust, certification, and governance, the kind of value a "non-red" label represents to a buyer who has already decided cost isn't the only variable.
What it means
We assess it as roughly 60 to 70 percent likely that Taiwan's share of Chinese battery cells in its own drone output continues falling through 2027, reaching well below the current 50 percent mark, driven by the MOEA's 2027 passive-component deadline and continued Ukrainian and NATO demand. We put materials-level independence, a genuinely China-free cathode and anode base at competitive cost, at closer to 20 to 30 percent likely on that same timeline. The reasons for the gap between those two numbers are the reasons in this piece: assembly and cell production scale faster than upstream materials refining, and the 40 to 50 percent cost premium on non-Chinese materials will not close without demand commitments larger than any single program currently on the table.
For buyers, the practical takeaway is to specify origin at the materials level in procurement language, not just at the cell or finished-drone level, because that is where the actual exposure sits. For Taiwanese suppliers, the DSET report's own recommendations, battery standardization, AS9100D aerospace certification, and exploring joint ventures or overseas production, are the concrete near-term moves that convert current momentum into qualified orders rather than one-off shipments. The demand for an alternative to China has rarely been this loud. Whether Taiwan's materials base can grow into it before 2027 is the question we will keep tracking as we work with suppliers and buyers on both sides of it.
