The pack, the battery-management system, and the cells inside are three different sourcing questions with three different answers. Why it's hard to source

Why a battery is three sourcing problems, not one

A drone battery is a pack, a BMS, and a set of cells, and they are not sourced the same way. Pack assembly and the battery-management system — including the PCBA and its firmware — are things Taiwan builds well. The lithium cells are not: high-volume cell manufacturing is concentrated in China, Japan, and Korea, and the single largest player, CATL, is named on the Department of Defense's Section 1260H list of Chinese military companies.

So the realistic scope of a Taiwan battery sourcing conversation is packs, BMS, and PCBA — not cells. Taiwan can assemble a compliant pack around allied cells; it is not going to hand you a domestic non-Chinese cell. If your requirement reaches the cell layer, that is Japan and Korea, and is limitation is worth disclosing up front.

The firmware dimension is newer and easy to miss. A BMS is a small computer, and program rules now ask where its firmware is developed and hosted, not only where the board was assembled.

What to specify when you send us a request

  • Chemistry and format — Li-ion, LiPo, or solid-state; cell format (18650, 21700, pouch) and pack configuration (S/P).
  • Capacity, voltage, and discharge — nominal capacity, pack voltage, continuous and peak C-rate.
  • Which layers you need — pack assembly, BMS/PCBA, or cell supply (and see the cell constraint below).
  • BMS and firmware — required BMS features, and whether firmware repositories must not be hosted in or administered from covered countries.
  • Cell origin and §1260H exclusion — whether the program requires exclusion of Section 1260H-listed entities (including CATL) and documented non-covered cell origin.
  • Certification requirements — NDAA compliance, DDP phase targets, UN 38.3 / transport, or a specific origin standard.
  • Volume and timeline — sample and production quantities, and when you need them.
Compliance

The compliance dimension

Batteries are where the DDP timeline comes into play first. Like motors, batteries are not among the components NDAA §848 enumerates by name; the binding rules come through the Drone Dominance Program (DDP) and the Section 1260H list of Chinese military companies. The DDP is a procurement program for small lethal sUAS rather than a certification, but its Supply Chain Framework sets the dates other buyers are starting to copy.

Phase 2 minimum (August 2026) already requires non-covered-country (NCC) pack assembly, the exclusion of entities on the Section 1260H and FY2024 NDAA Section 154 lists (which includes CATL, the world's largest cell maker), an entity compliant with the American Security Drone Act, and electronic parts bought from original component manufacturers or their authorized distributors. Phase 2 preferred adds NCC battery-management-system assembly and PCB, and a BMS firmware source-code repository not hosted in or administered from a covered country. Phase 3 minimum (February 2027) is the same as Phase 2 preferred, so the pack, not the cell, is what has to move first.

The cell layer arrives one step later. NCC cells meeting Section 842 of the FY2026 NDAA are Phase 3 preferred, and become the Phase 4 minimum in August 2027. That is roughly two months before the Department of Defense's own battery-procurement ban on CATL (and BYD, EVE Energy, Gotion, Hithium, and Envision) under Section 154 of the FY2024 NDAA takes effect on October 1, 2027. The two dates land close together, which is the part worth planning around.

If you are sourcing to that timeline, the cell layer is the constraint, and it is not one Taiwan solves. What Taiwan can do — pack, BMS, PCBA — it does well; the cells come from Japan or Korea.

What happens after you submit

We review every sourcing request personally and screen it against the U.S., EU, UN, UK, Japanese, and Australian restricted-party lists we subscribe to before we contact anyone. Requests that clear are matched to manufacturers whose capabilities fit, and we make a direct introduction — from that point the conversation is between you and the manufacturer. We hold no inventory, we do not buy or resell, and we do not handle payment or logistics. An introduction is a qualified starting point for your own diligence, not a compliance determination.

What you send stays with us. We do not publish sourcing requests, sell them on, or pass your details to anyone you have not been introduced to. When we approach a manufacturer we share only enough for them to judge whether the work is a fit, which in practice can include target pricing and volumes, and we can describe your requirement without naming your program or your customer. Anything more detailed than that is a conversation between you and them, directly, once the introduction is made. If you would rather have a non-disclosure agreement in place first, ask and we will sign one.

Frequently asked questions

Can you source non-Chinese drone batteries from Taiwan?

Taiwan is strong on pack assembly, battery-management systems, and the associated PCBA. It is not a lithium-cell manufacturer — that is Japan and Korea. We can help with the layers Taiwan genuinely serves.

What about the cells and CATL?

High-volume cell manufacturing is concentrated in China, Japan, and Korea, and CATL is on the DoD's Section 1260H list. If your program requires 1260H exclusion or documented non-covered cell origin (as the DDP phases do), the cells come from Japan or Korea, not Taiwan. Tell us and we will scope accordingly.

Do you charge buyers to submit a sourcing request?

No. Submitting a request and receiving an introduction is free for buyers — we do not invoice buyers for sourcing.

What information is screened?

The name, company, and contact details on the request, together with the deployment destination and end-user type you give us. Those run through restricted-party, sanctions, and jurisdiction checks before we approach any manufacturer. Your technical requirement is not screened — it is only ever shown to manufacturers we introduce you to.

Do you handle the transaction?

No. We make a direct introduction; the commercial relationship, contract and payment are directly between you and the manufacturer. We do not handle the transaction, the money, or the logistics.
