A named component with three sourcing layers

The flight controller is a named, restricted component: NDAA §848 lists flight controllers explicitly among the critical parts a covered foreign country may not supply for U.S. defense procurement, which puts origin at the center of the sourcing question rather than at the edge of it.

A flight controller breaks into three sourcing layers, and they are not equally easy to move. There is the bare PCB; the sensors mounted on it — the IMU (accelerometers and gyroscopes), often with a barometer and magnetometer; and the firmware. Taiwan's advantage is concentrated in the first: PCB fabrication is arguably the least contestable Taiwanese strength in the entire component framework. The MEMS inertial sensors are mostly a U.S., European, and Japanese supply base — so a genuinely non-covered flight controller is typically a Taiwanese board carrying allied sensors, not an all-Taiwan bill of materials.

Firmware is the third layer, and increasingly a compliance question in its own right: not just what the autopilot runs — ArduPilot, PX4, or proprietary — but where its firmware repositories are hosted and administered.

  • Form factor and standard — board size and pinout (e.g. a Pixhawk/FMU standard, or a custom footprint) and integration constraints.
  • Sensor requirements — IMU grade, redundancy (single/triple), and whether barometer/magnetometer/GNSS are on-board or external.
  • PCB fabrication origin — whether the bare board must be fabricated in a non-covered country (Taiwan's core strength here).
  • Firmware hosting — whether firmware repositories must not be hosted in or administered from covered countries.
  • §889 and ASDA — whether the program requires no Section 889 components and ASDA-compliant sourcing.
  • Certification requirements — NDAA compliance, DDP phase targets, Blue UAS, or a specific origin standard.

The compliance dimension

Of all the components in this framework, the flight controller is one of the most explicitly named — and the one where Taiwan's core strength lines up most directly with the rule.

NDAA §848 lists flight controllers among the critical components restricted when they come from a covered foreign country. Under the Drone Dominance Program (DDP), Phase 2 minimum requires non-covered-country (NCC) assembly, sourcing compliant with the American Security Drone Act (ASDA), and no Section 889 components; Phase 2 preferred adds NCC PCB fabrication and firmware repositories not hosted in or administered from covered countries.

That preferred tier is where Taiwan's advantage is decisive: PCB fabrication is the least contestable Taiwanese strength in the whole framework. The honest caveat sits one layer up — the MEMS inertial sensors are mostly U.S., European, and Japanese, so a non-covered flight controller is a Taiwanese board carrying allied sensors, and the sensor origin should be specified alongside the board.
