Why it's hard to source

A UAV program has two different volumes at once

Taiwan is, by most measures, the best contract manufacturing base in the world. It assembles a large share of the world's computing hardware, and the surrounding ecosystem — PCB fabrication, PCBA, CNC machining, sheet metal, cable and harness assembly, injection molding, and the component distribution that feeds them — is dense, fast, and used to working to a schedule. For a UAV program, that ecosystem is close to ideal, because the aircraft is fundamentally an electronics product with structure attached.

Volume is where requests most often get mismatched, and the reason is that a UAV program has two different volumes at once. There is the number of aircraft, and there is the number of boards — and because each aircraft carries several (flight controller, ESCs, power distribution, radio), plus spares and yield, the board number can be very much larger than the aircraft number. We have seen both ends: programs where final assembly is the small, engineering-heavy part, and board requirements large enough to be a different conversation entirely.

Those two numbers often belong to different manufacturers. Final assembly at modest quantity suits the mid-tier shops set up for high-mix, engineering-intensive work, where a design that gets revised during the year is normal rather than an inconvenience. Boards at quantity suit a PCBA house with the line time and purchasing weight to match. Rather than guessing which side of that line you fall on, state both numbers in your request — the aircraft count and the board count — and let manufacturers tell you where they fit.

The second difficulty is deciding what you are actually outsourcing. "Contract manufacturing" spans a wide range: bare PCB fabrication; PCBA, where boards are populated and tested; box build, where boards, harnesses, and mechanical parts become a finished assembly; and full turnkey, where the manufacturer also owns component procurement and inventory. Each is a different quote and often a different company. Turnkey moves the component shortage risk onto the manufacturer, which is worth a great deal in a tight market and is priced accordingly; consigned material keeps it with you.

Third, and most often underestimated: test. On a consumer product, functional test is a well-worn path. On a UAV, deciding what constitutes a passing unit — motor and ESC verification, sensor calibration, RF performance, a powered functional run — is engineering work in itself, and whether the manufacturer will develop that fixture and procedure with you separates a partner from a job shop. Ask about it early. It is the thing that turns up late otherwise.

What to specify when you send us a request

  • Scope — PCB fabrication, PCBA, cable and harness assembly, box build, final aircraft assembly, or a combination. This is the first thing that decides who is a candidate.
  • Turnkey or consigned — whether the manufacturer procures components or you supply them. If turnkey, say whether you have an approved vendor list that must be honored.
  • Volume and cadence — annual quantity and whether it arrives as one build or monthly batches. Batch cadence matters as much as the total.
  • Design maturity — production-ready files, a design that still needs manufacturability review, or a prototype needing NPI support. Say which, plainly.
  • Documentation package — what you can supply today: schematics, Gerbers, BOM, pick-and-place, mechanical drawings, work instructions. Gaps here are normal; hidden gaps are what slip schedules.
  • Test requirements — whether a test procedure and fixture exist, or whether you need them developed. Include calibration steps and what data must be retained per unit.
  • Quality system and certifications — ISO 9001 as a baseline, IPC class for electronics assembly, and AS9100 if your customer requires it. Ask for it rather than assuming.
  • Traceability — whether you need serialization, component lot traceability, or a documented chain of custody. Defense and regulated customers usually do, and it must be designed in rather than added later.
  • Origin and supply-chain constraints — see below. If your program restricts component origin, that constrains procurement and belongs in the first message.
  • IP and tooling ownership — who owns fixtures, test equipment, and firmware, and whether you need the ability to move production elsewhere later.

Where contract manufacturing sits on compliance

This is the category where origin rules are hardest to satisfy and easiest to get wrong, because a contract manufacturer does not make a component — it buys hundreds of them on your behalf. NDAA §848 names specific components: flight controllers, radios and data-transmission devices, cameras and gimbals, ground control systems, and operating software. On a turnkey build, whether those arrive from a permitted source is a decision the manufacturer's purchasing department makes, every time a part goes on allocation and a substitution looks attractive.

So the useful question is not whether the manufacturer is in an allied country — it is whether their procurement process can enforce your rules and prove it did. That means an approved vendor list they will honor, a change-control process that does not permit silent substitution of a restricted part, and documentation you can hand to your own customer. Ask how a part substitution gets approved. The answer tells you most of what you need to know.

Programs under the Drone Dominance Program (DDP), and European buyers working to a prime's supplier standard, generally require this level of traceability rather than a country-of-assembly statement. It is achievable, but it has to be specified at the start — retrofitting traceability onto a build already in progress is expensive and sometimes impossible.

One further point worth raising early: if firmware is loaded during manufacture, decide who owns the signing keys and where that step happens. It is a security question as much as a compliance one, and it is much easier to settle before the first production run.

Frequently asked questions

My volumes are low. Will a Taiwan manufacturer be interested?

Often yes, though not the large consumer-scale assemblers — their lines are configured for runs most UAV programs will not match. The mid-tier, high-mix manufacturers are a different proposition, and a modest, engineering-heavy build is ordinary work for them. That tier is also the harder one to find from outside Taiwan, which is much of what this site is for. Tell us your quantity honestly, including if it is small; it helps us match rather than disqualifies you.

Should I go turnkey or supply my own components?

Turnkey moves procurement and shortage risk to the manufacturer, which is worth real money in a tight component market and is priced accordingly. Consigned keeps control and cost visibility with you, and keeps your approved vendor list unambiguously yours — which matters if you have origin requirements. Many programs run a hybrid: turnkey for commodity parts, consigned for the restricted or long-lead ones. Say which you prefer, or ask for both to be quoted.

Can a contract manufacturer meet NDAA component origin requirements?

It depends less on the manufacturer's country than on whether their purchasing process can enforce your approved vendor list and document that it did — including when a part goes on allocation and a substitution is tempting. Ask specifically how a substitution gets approved and what traceability records you receive per unit. Specify this before the first build; adding it afterwards is expensive.
