The payload is usually the most expensive item on the aircraft, the one the customer actually buys, and the one where origin rules bite hardest. It is also the category where the gap between a specification sheet and field performance is widest.

Why it's hard to source

A gimbal is an integration, and the hard part is the thermal core

It is worth being precise about what you are buying, because "gimbal manufacturer" covers three different companies. There is the mechanical and control problem — brushless stabilization, IMU, slip rings, and the control loop that holds a target at full zoom while the airframe is being moved around by wind. There is the optical problem — lens assembly, zoom mechanism, and the image pipeline. And there is the sensor itself, which almost nobody makes.

That last point is the one that matters most and is discussed least. Uncooled thermal detector cores are a narrow global supply. Very few companies in the world make them, and buyers who need non-Chinese origin are choosing from a genuinely short list of Western suppliers — which is a real constraint on cost, lead time, and minimum order, not a formality. Any manufacturer anywhere in the world integrating a thermal payload is buying that core from someone. The honest question to ask is not "do you make the sensor" but "whose core is in it, and can you document that".

Taiwan's genuine strength here is the integration layer, and it is substantial: precision optics and lens assembly, image signal processing, camera-module manufacturing at scale, and the motor-and-control engineering that stabilization actually is. These are established industries with decades of depth. What you should expect from a Taiwan manufacturer is a well-engineered, well-built payload built around a detector sourced from an allied supplier — and that is precisely what a buyer with origin requirements is usually looking for. What you should be sceptical of, from any vendor in any country, is a claim of full vertical integration down to the detector.

The last difficulty is that datasheets flatter. Optical zoom and digital zoom get quoted in the same breath; thermal resolution is quoted without the NETD figure that says whether the image is usable; stabilization is quoted as an accuracy number without saying under what conditions it was measured. Ask for imagery and video shot from a moving aircraft, not a bench.

What to specify when you send us a request

  • Sensor payload — EO only, thermal only, or dual EO/IR, and whether you need a laser rangefinder, laser pointer, or a third sensor channel.
  • What you need to see, and from how far — target size and standoff distance, in preference to a zoom ratio. Detection, recognition, and identification are different ranges, and quoting the one you actually need is the fastest way to bracket the optics.
  • Thermal resolution and NETD — 640×512 versus 1280×1024 is a large cost step; state which you need and the NETD figure you are working to. If you do not know, describe the task instead.
  • Optical zoom — the optical figure specifically, and the focal length range if you have it. Digital zoom is not a substitute and should be quoted separately.
  • Stabilization — axis count and the accuracy you need, in milliradians or degrees, plus the conditions it must hold under.
  • Weight and mechanical envelope — the payload budget in grams and the mount interface. This constrains the answer more than anything else on the list.
  • Interface and integration — video output, control protocol, autopilot compatibility, and whether you need an SDK for your own ground software.
  • Onboard processing — tracking, geolocation, or detection running on the payload versus on the ground station, and whether the tracker must hold through occlusion.
  • Environmental — ingress protection, operating temperature range, and vibration environment.
  • Origin requirements — see below. State them now; they narrow the field more than any performance figure.
  • Volume and timeline — sample and production quantities, and when you need them. Thermal core lead times can dominate the schedule.

Where cameras and gimbals sit on compliance

This category is named directly. NDAA §848 names cameras and gimbals alongside flight controllers, radios and data-transmission devices, ground control systems, and operating software. Origin is examined across the whole platform, but this is one of the components the rule is explicitly about — so if your program touches U.S. federal procurement, expect scrutiny here to start rather than end with country of manufacture.

Two things follow. First, the detector core has its own origin question, separate from where the payload was assembled. A gimbal built in an allied country around a covered-country detector is not the same product, from a compliance standpoint, as one built around an allied detector — and it is the kind of detail that surfaces late and expensively. Ask for the core's manufacturer and country by name, and ask whether it can be documented.

Second, because a camera payload records, stores, and transmits, the questions that apply to radios and flight controllers apply here too: where the firmware was written, whether the payload phones home, whether imagery is written anywhere you did not authorize, and whether the video link is encrypted. Programs under the Drone Dominance Program (DDP), and European buyers working to a customer's own origin standard, generally ask all of it.

One further note specific to this category: higher-performance thermal imaging is export-controlled in most jurisdictions, on resolution and frame-rate thresholds. That is a constraint on the manufacturer's side as well as yours, and it is a reason a quote can come back slower here than elsewhere. Can Taiwan supply a thermal payload with non-Chinese origin?

For the payload as a whole, yes — Taiwan has real depth in optics, camera modules, image processing, and the motor control that stabilization depends on. The detector core is the part to be precise about: uncooled thermal cores come from a small number of manufacturers globally, so a Taiwan-built payload meeting an allied-origin requirement will typically integrate a Western core rather than make one. That is the normal and expected structure. Tell us what your origin rules actually reach — assembly, or the bill of materials — and we will put the question to manufacturers directly.

I know the mission but not the sensor specification. Can you still help?

Yes, and it is the better way to ask. Target size, standoff distance, time of day, and what you need to do with the image — detect, recognize, or identify — are enough to bracket resolution and focal length. Arriving with a zoom ratio and no mission context tends to produce quotes that are hard to compare.

Is thermal imaging export-controlled?

Above certain resolution and frame-rate thresholds, generally yes, in most jurisdictions. It is a constraint on the manufacturer as much as on you, and it is one reason quotes in this category come back more slowly than in others. State the end use and destination country in your request and we will route it to manufacturers who can serve it — that is faster than discovering the limit after a quote.
