Trump put a number on Taiwan's drone advantage this week

Washington put a price on Taiwan's drone exports this week, and Taipei funded about half of what the industry asked for. The Section 232 proclamation Trump signed Thursday caps Taiwanese drones and covered components at 15 percent — well under the 25 and 100 percent rates the same goods would otherwise carry, over the near-cost most of them pay today, and conditional on origin documentation the American importer has to certify. A day later the Legislative Yuan cleared NT$63.4 billion for drone industry development and agency procurement, leaving the NT$210 billion military program exactly where it's been for months: stuck. Then Han Kuang closed out ten days that showed both what the military wants to field next and, courtesy of an auditor's report, what it has so far failed to buy. Here's the week.

1. Trump's UAV tariffs hand Taiwan a rate worth building around

US President Donald Trump signed a proclamation Thursday imposing a 100 percent tariff on large or capability-sensitive drones, a 25 percent tariff on smaller general-purpose drones, and a 15 percent tariff on UAVs and components from Taiwan, the EU, Japan, South Korea, Switzerland, and Liechtenstein, with the UK getting 10 percent. The Executive Yuan led with the comparison that flatters it: Taiwan-made products meeting US sourcing requirements face a rate 85 percentage points below the sensitive-drone tariff and 10 points below the general rate, and Taipei has been positioning for exactly this scenario, pushing ITRI as the sole overseas certification site for the Green UAS program and the Metal Industries Research and Development Centre toward Blue UAS status. The comparison that matters to a supplier is the other one. Most Taiwanese drone goods enter the US today at or near zero, so 15 percent is a five-to-fifteen-point increase for a compliant exporter and considerably more for one who cannot document allied content — and the capped rate is not automatic, since it applies only where substantially all critical components and technology originate in the allied group and the American importer of record certifies it. We covered the mechanics, the scope gaps, and the seven unresolved questions in our reading of the proclamation. On the ground, the reaction split by exposure: Teco, which runs a drone power-system plant in Taoyuan, said it will study setting up US production; Thunder Tiger, which already has lines in California and Ohio, framed the tariffs less as a cost problem than as Washington accelerating supply-chain realignment away from China and toward trusted vendors like itself; and CUB Elecparts, which has moved into counter-drone systems, shrugged, since the US isn't a major customer for its products in the first place. The tariffs take effect 21 days after signing for sensitive drones, 180 days for less-sensitive components.

2. Legislature clears NT$44.2 billion for drone industry, leaves NT$210 billion in military money untouched

The Legislative Yuan passed the 2026 central government budget Friday, and with it the NT$44.2 billion "Unmanned Vehicle Industry Development Coordination Program," a six-year plan the Executive Yuan set up last year to push the sector past NT$40 billion in output by 2030. The KMT and TPP caucuses, which had earlier floated cutting the program entirely, reversed course and let it through along with an additional NT$19.2 billion in agency procurement, NT$63.4 billion combined, with a floor amendment requiring the Ministry of Economic Affairs to spread the six-year total evenly rather than front- or back-loading it. The KMT caucus said it dropped the proposed cut after verifying that the development program and the agency procurement budgets did not overlap in a way that would duplicate spending, which had been its stated basis for the reduction. What didn't move: the NT$210 billion special budget for military drones and unmanned vessels under the Executive Yuan's proposed defense procurement act, which DPP legislators including Wang Ting-yu pointed out got zero votes in the same session. Wang's framing was pointed: the industrial money passed, but the national-security money, the part the sector's own executives say matters most for order stability, is still sitting in committee, with a cross-party negotiation on the underlying UAV procurement act scheduled for Aug. 20.

3. Taiwan puts a new class of strike drone on public display for the first time

Two fixed-wing, propeller-driven aircraft flew over an Aug. 8 littoral combat drill at Zuoying on Taiwan's southwest coast, the first public appearance of a domestically built medium-size one-way attack drone at Han Kuang. Military officials on site characterized them to reporters as locally made "medium-size suicide drones," and the navy said afterward that the Armaments Bureau had supplied the aircraft for testing, declining to release specifications or to say whether the design drew on Ukraine or the Middle East. The pair loitered roughly half an hour without striking anything. The National Chung-Shan Institute of Science and Technology builds the overwhelming majority of Taiwan's indigenous weapons, which makes NCSIST the presumptive design authority here. President Lai Ching-te attended the same drill, which also featured naval special forces in domestically built M109 Skyship rigid-hull inflatables, four of the older 170-ton Kuang Hua-6 missile boats, and at least one 600-ton Anping-class catamaran. For suppliers, the signal is a class, not a program: a medium-size loitering munition sits between the FPV tier Taiwan already builds in volume and the reconnaissance platforms it exports, and it pulls on airframe structures, propulsion, datalinks, and guidance electronics that Taiwanese component firms are already selling into Europe. Nothing about the drill implies a procurement quantity, and it should not be read as one until the NT$210 billion special budget clears.

4. Koo makes 3D printing part of the drone resupply argument

Defense Minister Wellington Koo, with Vice Defense Minister Hsu Szu-chien, visited a drone unit garrisoned in Taoyuan on Tuesday during Han Kuang to highlight 3D-printing equipment for battlefield drone resupply. The machines produce non-electronic components, airframes and weapons bays among them, and Koo's stated case is decentralization: printing at or near the unit gives drone formations a maintenance and resupply mechanism that does not depend on an intact rear-area logistics chain. Su Tzu-yun of the government-funded Institute for National Defense and Security Research said rapid fabrication matters most in exactly the scenarios Taiwan plans against, where drone losses run high, an invading force is larger than anticipated, or front-line airframes come back damaged. He pointed to the recent RIMPAC exercise, where the US Navy ran 3D printers aboard a vessel to produce drone and ship components at sea and reduce dependence on shore resupply. The commercially interesting part is the boundary Koo drew. Additive manufacturing covers structures; it does not cover motors, flight controllers, batteries, radios, or optics. Every printed airframe still needs a set of electronics that has to be manufactured, stockpiled, and sourced somewhere, which is an argument for depth in exactly the component categories where Chinese supply currently dominates.

5. Audit finds gaps in the fixed-site counter-drone shield, and a 26-system army buy collapses

Taiwan's Audit Office found that the roughly $111 million NCSIST-developed fixed-site counter-drone system protecting airbases and other military facilities cannot detect or jam the 5.1GHz band used by newer PLA drone models, does not fully cover parts of BeiDou-3, and has limited capability against fibre-optic and AI-guided drones. The program is six to twelve months behind schedule on construction delays and component shortages. Separately, the army terminated a procurement of 26 fixed-site counter-drone systems from local contractor Tron Future Tech after the company failed its third and final acceptance test; Koo said the system could not adequately fuse search and passive radar data when confronted with multiple drone waves, leaving operators unable to identify targets reliably. The ministry's response, via spokesman Sun Li-fang, is that much of this technology postdates the program's 2021 start, that NCSIST has already validated jamming at the newer frequency for a future upgrade, and that work on fibre-optic and AI-guided countermeasures is being accelerated. Analysts pushed further. Shu Hsiao-huang of INDSR warned against treating every unmanned aircraft as one threat class and noted that jamming loses value as fibre-optic and AI guidance cut drones loose from radio-frequency links. Zivon Wang of the Chinese Council of Advanced Policy Studies made the cost argument: shooting expensive missiles at cheap airframes does not scale. For the supply side, this is the clearest open procurement lane in Taiwan right now. A terminated contract and a publicly documented capability gap point at detection that does not depend on RF emissions, sensor fusion that survives saturation, and low-cost interceptors, and at least one Taiwanese supplier already in this segment, CUB Elecparts, told reporters this week that the US is not a meaningful market for it.


That's the week. Watch for how many suppliers follow Teco and Thunder Tiger into US production commitments, whether the Aug. 20 cross-party talks move the NT$210 billion military drone budget at all, and whether the army reopens the fixed-site counter-drone requirement or hands the work back to NCSIST.
